_b _b _c _aABSTRACT: This study aimed to find out the social media networking practices (SMN) of public secondary school students of Malabon City and its effects on their behavior and learning outcomes. The research determined the SMN practices in terms of the following purposes: (a) educational; (b) recreational; and (c) social. The effects of the SMN practices as perceived by the students were also measured in terms of: (a) learning outcomes; and (b) social behavior. Similarly the perceptions of the parents and the teachers on the affects of SMN on students learning and behavior were also obtained. Moreover after determining the relationship between practices and learning outcomes, a policy was formulated based on the findings of the study. Employing mixed method combining quantitative method of research, the researcher designed the survey test questionnaire for students social media networking (SMN) practices and effects on behavior and learning outcomes. Through the focus group discussion (FGD) with parents and teachers, additional information were obtained. Data gathered were statistically analyzed through mean scores and Pearson Product Moment Correlation Coefficient (Pearson r). The respondents were 1,003 third year secondary school students of the public schools of the Division of Malabon City enrolled for the school year 2013-2014 and at least 6-10 parents from each of the nine participating schools of the Division. The findings of the study revealed that students SMN practices across three purposes, educational, recreational and social were high. However, further analysis also revealed that among the three SMN purposes, there was a significant relationship found between learning outcomes and SMN practices in terms educational purpose only. As to effects to behavior and learning outcomes, both parents and teachers perceived that SMN practices affect the students both positively and negatively. However, parents and teachers believe that the positive effects are higher than the negative effects.
