_aABSTRACT: The study ascertained the status of the Service P.E. Programs in the local colleges/universities in North Metro Manila and the problems encountered in implementing the program objectives based on the following indicators: Objectives, Methods and Strategies, Programs and Activities, Facilities, Equipment and Supplies, Instructional Materials and Assessment Techniques. Methodology The method of research employed in this study was the descriptive-correlational approach with a questionnaire of the Likert type as its major data gathering instruction and administered to P.E. instructors and students. Responses were based on their perceptions, experience and/or observation of the P.E. programs and described in 5 categories from very great to not all in relevance (status) and serious (problems). Statistical Treatment The relationship of the differences between the instructors and students perceptions of the status of their Service P.E. programs and the problems encountered in the process were tested at .05 level of significant based on a test of correlation. Summary of Findings Perceptions of both instructors and students on the status of their P.E. programs based on the nine indicators varied in level of extent from less to great extent. The whole Service P.E. Programs was rated moderate in extent of implementation to instructors and great in extent to students. Problems encountered ranged from less to moderately serious to instructors and students perceptions on each of the nine indicators and of the whole Service P.E. Programs. Significant differences exists in their perceptions of the problems regarding objectives, methods and strategies, programs and activities, supplies, instructional materials and assessment techniques. Conclusion 1. All service P.E. Programs offered in the local college/universities in the North Metro Manila area were implemented in accordance with DECS Memo No. 133s. 1990 based on all learning areas. 2. All subject areas were taught based on nine indicators of P.E. program re: objectives, methods and strategies, programs and activities, facilities, equipment and supplies, instructional materials and assessment techniques. 3. Problems encountered involved instructional competence, funding, support and management. 4. The null hypothesis of no significant relationship in their perceptions of the status of the P.E. programs is rejected. 5. The null hypothesis of no significant differences between problems encountered by students and instructors based on objectives, methods and strategies, programs and activities, supplies, instructional materials and assessment techniques is rejected. Recommendations 1. Evolve a year-round staff development program to include group-interaction, group processes such as lecture-discussions, peer teaching, workshops or syllabi writing and test construction. 2. Adopt a staggered program of activities to maximize the use of the limited equipment and supplies available. 3. Establish linkages with barangay, NGOs, church, civic organizations with facilities re: courts, open spaces and pursue a memo of agreement (MOA) on the use of their facilities. 4. Organize a University Council composed of P.E. Instructors, students leaders, PTA officers that will be responsible in raising funds, disposition and auditing said funds and for collaborative support and representation to the local/city council and local/city school board. 5. Organize a University P.E. educators congress for collaborative and working relationship between and among colleges and universities. 6. Organize inter-university dance troupes, ball teams, etc. To develop further student potentials, develop team work, sportsmanship among other values.
