_aABSTRACT: Seventeen (17) District Learning-Action Session guides for the Division of San Pablo City were developed and validated in this study. Three sets of researcher-made questionnaires were used in this research paper. Intended for elementary school heads, the whole process started with the identification of the training needs of fifty five (55) school heads of public elementary schools in the City. A questionnaire focusing essentially on supervision and administration was utilized for the purpose. The identified training needs were further validated through interview with a representative cross-section of the target group. Subsequently, the training needs were prioritized and classified to form seven (7) broad categories which include the following: personnel management, management of physical facilities, curriculum, evaluation of learning outcomes, providing ancillary services, problem solving skills and personal-interpersonal skills. Results of both internal and field validation of the session guides showed the effectiveness of the same. The data generated were utilized in the refinement and/or revision of the session guides. Recommendations are made to utilize the guides in the district staff development activities and to continue the dynamic process of utilizing feedbacks to improve and even to develop new materials.
