_b _b _c _aThis correlational study determined the presence of Critical Success Factor (CSF) in school site-based management (SBM) and examined how these factors relate to school effectiveness. The respondents were 598 randomly selected teachers, personnel, students, and community leaders in 26 public elementary and secondary schools in Pasay City in the school year 2006-2007. A researcher -constructed questionnaire was used to gather data on critical success factors. A similar scale was developed to generate the information on school effectiveness. The researcher data were subjected to statistical computations using mean, standard deviation, Pearson-product-moment of correlation (to test the relationships between CSF and school effectiveness), and t-test (to test the differences between elementary and secondary schools). The results revealed that the schools in general, demonstrate strong presence of each of the factors. Similarly, in the level of effectiveness, specific indicators were identified and measured, yielding equally a high level of effectiveness. Positive correlation between the critical success factors and school effectiveness were established. Intercorrelation of these factors were also computed using the Pearson-product-moment of correlation. The findings show a high level of correlation of factors. Comparing the elementary and secondary schools as a whole on the presence of the critical success factors in their schools, as well as the level of their effectiveness, the t-test results yielded no significant difference between the two groups of schools. Based on the findings of the study, the following conclusions were drawn: 1. There is high evidence of the presence of the critical success factors among the school heads of the public elementary and secondary schools in Pasay City Schools Division. 2. There is no single factor that can predict success in school-based management. A good mix of the factors which can predict success is not readily available. Each factor tends to contribute substantially toward success. 3. Low correlation between CSF and school effectiveness was found at the elementary level. Among the secondary schools, CSF correlate highly with effective schools. 4. The elementary schools do not vary significantly with their secondary school counterparts in both the presence of the CSF and the level of school effectiveness. The researcher had the following recommendations: 1. Every school head, particularly at the elementary level, must undergo a serious self-assessment of this strengths and weaknesses in the CSF. This will enable him to engage in self-enhancement program. He must continue to re-invent himself to create excellence and school productivity. 2. Together with fellow school principals, an institutional program for retooling and enhancement on the CSF and SBM must be planned and operationalized. This must later be manualized in order to have a good resource material for anyone who will play the key role in SBM. 3. A strong support system among the stakeholders should be installed in order to assist newly assigned principals, as well as those who may seem lagging behind. 4. The division of Pasay City must have the political will to raise the bar of excellence in order to continue to stimulate and motivate the school heads to continue enhancing their skills on the CSF, and aim at bringing to a higher level their school effectiveness, through a well-planned and implemented SBM. 5. The search for a single predictor of school success can be a potent area for future researchers to explore. _u |
