_aThe teachers are the ultimate agents of education and on them rest the success or failure of an institution. They are the key to the educative process and the strongest school-related factor affecting student learning. Thus, a conceptually sound, and well-designed and properly implemented evaluation system for teachers is fundamental to school. This study was conducted to evaluate the performance of faculty members of the Pamantasan ng Lungsod ng Valenzuela (PLV) based on the standards set by the Association of Local Colleges and Universities (ALCU). Specifically, it sought answers to the following sub-problems: (1) what is the professional profile of the teachers in terms of academic qualifications and subjects taught? (2) How competent are the faculty members in terms of the standards set by the Association of Local Colleges and Universities (ALCU) as perceived by the students, the supervisor, and the faculty themselves? (3) Is there a significant difference in the perceptions of the three (3) evaluators? What are the weaknesses or areas to improve in terms of teaching, competence, attitudes and values, and compliance with academic requirements? Using the descriptive-survey method, the researcher involved 870 students who were randomly selected, the Dean of Instruction and all the permanent and part-time faculty members in the four colleges of the Pamantasan ng Lungsod ng Valenzuela (PLV). The findings disclosed that 53.15% of the faculty members are academically qualified and 86% are teaching subjects within their field of specialization. The performance of the faculty members in the four colleges was perceived by the students, the supervisor, and the faculty themselves to be very good of above the expected level of performance and that there was no significant difference in the level of competency of the faculty as perceived by the three evaluators. Improvement is suggested in Competency Indicator C (Compliance with the Administrative Requirements) Item 7 (AWM - 3.60) on the participation of the faculty members in student-related activities. The researches recommended the following for the continued upgrading and strengthening of teachers' competencies for efficient and effective delivery of quality education: closer supervision and guidance to the new and young teachers particularly with those with low teaching competence ratings; encouragement and assistance through scholarships for professional advancement of the faculty; expansion of the Professional Development Incentive Program; and allocation of a higher budget for research extension to attune to the changing demands of education. The findings of the study imply that though faculty evaluation is just one step toward educational improvement, evaluation holds a greater promise than any other approach in providing educators and administrators with significant and relevant information they need to help improve the educational practice.
