_a _aABSTRACT Media education has been developed in many countries for many reasons. One very distinct feature of media education is its close relationship with civic education. Through media education, students will be equipped with the critical literacy to become participatory citizens. In the Hong Kong secondary curriculum, the notion of mass media first appeared in the civic education guidelines as a topic of discussion in the eighties, but the focus has shifted in the 96 Guidelines. More consistent with the aims of media education, students are required to decode and encode media messages.
