Action note: In: Summary: ABSTRACT: The purpose of this study is to clarify the role of the principal for consideration of the expertise of school-based management. With the view to accomplishment of this purpose, this study utilized mainly the method to analyze the literature, and the contents of the study are as follows: (1) the beginning stage, the background of the introduction, significance, the characteristics, all models, current positions and situations, and theories of school-based management (2) the tasks, the duties, the roles and the appreciation of the role of the principal (3) The leadership and the expertise of the principal under school-based management (4) cases of both school-based management system of foreign countries and Korean self-regulatory school, and (5) the expertise of school management, transformative leadership, teaching leadership toward the expertise of the principal under school-based management were examined and analyzed. The task to promoting the expertise of the principal is inevitable in that he expertise of the principal can help get over the crisis of school education and to encourage all the school members to get satisfied with their works. The results of the study on the role of the principal in the uplift of the expertise under school-based management system are as follows: First, the role of the principal is the role as the school management professional. The principal is an administrator as well as a manager. The principal should hold the management expertise as well as the educational expertise as the practical responsible leader of school management. When the principal should establish the direction of educational reformation based on the educational philosophy and knowledge, promote the participation of school community members based on new valuable ideas and faith and for the accomplishment of educational goals set by school, facilitate effective learning-teaching through cooperative organization activities, and increase the productivity of the education, the expertise of the principal can be uplifted. Second, the role of the principal is the role as the transformative leader. The transformative leader can encourage and motivate the development of the members in attitudes and faith into more commitment to the organization. The principal has much influence on humanistic respects and innovative factors as well as intellectual stimulus, so that teachers can be supported to grow professionally and participate more in decision-making. The more expertise teachers can present and the more autonomy they can receive, the more transformative leader the principal can be appreciated as. Third, the role of the principal is the role as the teaching leader. The principal are expected to establish and manage effective school and to support and direct teachers and students in relation with school climate, educational efficiency, the morale of teachers, and work performance of the organization. The principal is supposed to support teachers in the aspect of practical relationship, to maintain close relationship with students with positive leadership, to help teachers to improve their teaching activities by promoting the expertise directly related with teachings.
