The research focused on the prevailing organizational culture of a local university through the empirical lens of its CORE values. Within the methodological core of ethnography, mixed quantitative qualitative design was employed in this study. For quantitative analysis, three research-made questionnaires were utilized among 205 respondents who have been in the university for at least ten years. The study showed that the dynamics of the Core Characteristics (university values), and the Organizational Culture (university major policies and procedures) were attained to a great extent by the respondents. That, there is a significant relationship between the prevailing organizational culture and the core characteristics attained by the respondents, with a moderate correlation. That, the organizational culture reflected the core characteristics of the university embodied in its vision mission statement. The researcher rejected the null hypothesis at the beginning of the study: There is no significant relationship between the prevailing organizational structure and the core characteristics of the PLM culture. A Transformational Leadership Recultured Program was proposed to articulate the coherence of culture attained by the respondents in this study.
