ABSTRACT: Mega Manila is the core location for trade, businesses, and opportunities in the Philippines. Hence, it has also been the center for development and construction of railway infrastructure projects. Time and cost overruns are inevitable in construction project management. This study aims to assess the priority factors causing time and cost overruns in the construction of ongoing railway infrastructure projects along Mega Manila. Fifty each for both time and cost overruns were identified through the literature review process. A survey questionnaire was used for data collection to calculate the severity and frequency index of each factor. The factors were ranked based on the Importance Index. Pareto-Analysis was used for the identification of the priority factors. Results show that there are 37 and 38 priority factors for both time and cost overruns, respectively. The priority factors for time overruns include delay in handling over site to contractor, delay of payment to the contractor and inadequate planning and scheduling. On the other hand, priority factors for cost overruns include price changes, delay of payment to the contractor and changes in the scope of work on site. With these means, a monitoring guide for time and cost overruns was generated using the determined priority factors. This proposed guide can possibly be utilized by the transportation sector, contractors, consultants, and future researchers to keep track of the indicators of time and cost overruns for better project management.
